波兰国际会议通知-中文
1.会议目标1964年，威尼斯第二次历史建筑建筑师及专家国际会议上通过了一项决议，旨在建立一个国际组织将遗产保护和保存领域的专家学者联系起来。1965年召开的波兰立宪会议上成立了ICOMOS，即国际古迹遗址理事会。因此，2015年是该组织成立的50周年庆。50年以来，ICOMOS已成为世界上最重要的代表遗产保护领域的国际组织，不仅在某些国家发挥重要作用，同时也在国际舞台起到主导作用。一万多遗产保护和保存领域的专家学者参与了ICOMOS活动，成为其下辖110个国家委员会和30个国际科学委员会中的成员。另外，由于组织的国际性特征，使得能对遗产保护问题加以确认、分析和评估。因此，ICOMOS有责任检视当代遗产保护问题，并制定未来发展方针。对任何组织而言，50周年庆都是一个重大的时机来总结过往取得的成绩，并展望未来制定规划；在处理遗产保护问题方面，ICOMOS也 将重点放在了未来规划上。现在，对遗产保护提出了新的、与以往大不一样的要求，人们对遗产及其功能也有了更新层次的理解，因此应仔细斟酌遗产保护的原则及 形式。前文论述表明，整个保护领域的固化模式已有了变化。因此，遗产的未来将是一个开放性项目，迄今为止已得到遗产保护专家认可的文化遗产形式也可能将不 受认可。文化遗产的原则及形式尚未确定下来；一方面这是一个威胁，另一方面，这也是一个机会，可以将遗产保护与当代需求及可能性加以融合考虑。遗产保护专 家应从当代视角理解这一问题。2.大会主题范围值此ICOMOS50周年之际，我们借此机会组织一场讨论。讨论的内容包括当今所面临的遗产保护问题，以及解决这些问题的不同方法。“转型中的遗产。 21世纪的遗产保护 - 问题,挑战及预期”这一国际会议由ICOMOS波兰组织，将于2015年6月22-24日在华沙举办。大会题目中的“转型”有多重含义。换句话说，包括： 在“遗产”内涵理解上的变化, 遗产功能的变化, 遗产保护和保存原则及形式的变化, 遗产保护环境的变化。上述每一方面都意味着较大的转型；每一方面都需要深入分析，都将对文化遗产保护的现有状况造成影响。大会的目标不仅仅是分析现有问题，同时还希望能建立面向未来的诊断分析方法。关于遗产保护，可将过去（如，我们前辈提出的观念）、现在（如，当代面临的问题）及未来（如，解决当代问题的思路以及对未来的展望）综合起来加以考量。为此大会将分为三个会期：1.过去描述过去50年以来（象征性的时间界限）“遗产”及遗产保护概念的变迁。有关遗产及遗产保护的传统理念 – 反思过去的条件作用。过去时期遗产保护方面主要的薄弱环节、失败及成功之处。传统保护理论及保护方法中哪些方面仍较为现代化？2.现在描述文化遗产保护领域面临的现有问题。改变文化遗产保护范式的理由及影响。对遗产及遗产保护的现代化理解。现有条件对遗产保护造成的影响。当代文化遗产保护面临的主要问题、取得的成功以及遇到的挑战。文化遗产目前发挥了哪些功能作用？如何评估文化遗产的复杂价值？3.未来对术语“遗产”、保护环境及机会的未来发展进行预测。应如何区分不同的文化遗产？未来文化遗产保护体系应是什么样的？未来我们需要什么样的保护理论？未来我们需要什么样的遗产？是否需要保护遗产？为成功实现遗产保护，应创造什么样的条件？所提交的每一会期报告应包括完整的章节，即，分析最重要的问题、遗产群体及地区等。报告应对大会议题进行推理并得出结论。我们希望邀请国家委员会、地区及ICOMOS国际科学委员会的所有代表前来参会。3.组织信息 有关会议发言的提案应在2015年2月28日前提交至：icomos50@gmail.com报告摘要不应超过两页。如使用独立要点来阐述摘要信息，将更容易反映报告所讨论的观点。科学评审员将选择适当的报告在会议上加以展示，并使用专题论文的形式进行出版（所出版的会议材料是经评审过的专题论文）。2015年3月20日前将完成报告评审并提供给报告撰写人。免费参会；差旅及住宿费用请自行负担。如需了解更多信息内容，请发送至： icomos50@gmail.com鼓励您提交报告提案，邀请您参加会议，邀请您游览华沙。Bogusław SzmyginICOMOS波兰主席

1.Aims of the conferenceAt the Second International Congress of Architects and Specialists of Historic Buildings held in Venice in 1964, a resolution was adopted to establish an international organisation associating specialists in conservation and heritage protection. Constituent Assembly held in 1965 in Poland created ICOMOS, International Council on Monuments and Sites. Hence, the year 2015 is the 50th anniversary of establishing this institution.For 50 years ICOMOS has become the most important international organisation representing conservator communities not only in specific countries but also on the international stage. Over ten thousand specialists dealing with conservation and heritage protection are associated by ICOMOS in 110 National Committees and about 30 International Scientific Committees. Moreover, problems arising from heritage protection can be identified, analysed, and assessed due to the international character of this organisation. Hence, ICOMOS is responsible for examining the contemporary issues arising from heritage protection as well as for developing vision for the future.For any organisation, 50th anniversary is a great opportunity to summarise achievements and to prepare future plans; and the future is the most crucial aspect for the institution dealing with heritage protection. The principles and forms of protection have to be carefully considered due to great and radical changes that have been made in protection requirements as well as in understanding the heritage and its function. The foregoing discussion indicates that the paradigm of the entire discipline is being shifted. Hence, the future of the heritage is an open project and the cultural heritage may not survive in forms that have been recognised by heritage protection specialists so far. Principles and forms of the cultural heritage have not been determined; on one hand this fact may be considered a threat, yet on the other hand, it provides us with an opportunity to adapt heritage protection to contemporary needs and possibilities. This issue should be perceived by heritage protection specialists exclusively in this way.2.Thematic scope of the conferenceAs ICOMOS is celebrating its 50th anniversary, it decided to organize a debate not only on contemporary problems faced in heritage protection but also on different ways of solving such issues. The international conference "Heritage in transformation. Cultural Heritage Protection in the 21st Century – problems, challenges, predictions” is organised by ICOMOS Poland and will be held in Warsaw on 22-24 June 2015.The term transformation, which is used in the conference title, has multiple meanings. Namely, the transformation consists in: changes in understanding the term heritage, changes in functions fulfilled by the heritage, changes in principles and forms of conservation and heritage protection, changes in circumstances in which the heritage is protected.Each of the aforementioned aspects involves radical transformations; each of them needs to be analysed and each of them exerts influence on the current situation of cultural heritage protection.The conference aims not only at analysing the existing problems but also at establishing diagnoses of the future. With respect to heritage protection, a full overview can be provided by juxtaposing the past, i.e. views put forward by our predecessors, with the present, i.e. contemporary problems, and with the future, i.e. ideas for resolving the contemporary problems and for developing the vision of the future. Hence, the conference will be divided into three sessions.1. The pastDescription of changes in the term heritage and the concepts of heritage protection in the last 50 years (symbolic time limits).Traditional concept of the heritage and its protection - reflection of the past conditionings.The main weaknesses, failures, and successes in heritage protection in the last period.What elements of the traditional conservation theory and what forms of protection are still up-to-date?2. The presentDescription of the contemporary problems faced in cultural heritage protection.Reasons for and consequences of implementing changes in the paradigm of cultural heritage protection.Modern understanding of the heritage and heritage protection.Influence that current conditionings exert on heritage protection.The main problems, successes, and challenges in contemporary cultural heritage protection.What functions are currently fulfilled by the cultural heritage?How should the complex value of the cultural heritage be estimated?3. The futureDevelopment predictions of the term heritage as well as protection conditions and opportunities.How should the cultural heritage be differentiated?What should the cultural heritage protection system look like in the future?What conservation theory will be needed in the future?Will the heritage be needed in the future?Will we need heritage protection?What conditions ought to be created for protecting the heritage successfully?Papers submitted for each session should have overall character, i.e. analyse the most important problems, heritage groups, and regions. The papers should include deductions and conclusions significant for the topics covered at the conference.We would like to invite all representatives of National Committees, Regions, and ICOMOS International Scientific Committees to participate in the conference.3.Organisational information Proposals for conference speeches should be submitted no later than 28 February 2015 to:icomos50@gmail.comPaper summaries should not exceed 2 pages.
