欧洲文化遗产丰富，具有悠久的思辨传统，重大社会变革时刻总会引发激烈的反思和行动，面临新冠肺炎引发的前所未有的全球危机，欧洲文化遗产界在2020年5月9日欧洲日发布了名为“文化遗产：欧洲未来的强力催化剂”的宣言。以下是其宣言发布公告和宣言正文的翻译，与广大国内同行分享。时间仓促，翻译中如有不当之处还请批评指正。

2020年5月9日，正值“舒曼声明”（Schuman Declaration）和欧洲一体化启动70周年的欧洲日之际，欧洲遗产联盟（European Heritage Alliance）的成员起草了欧洲日宣言“文化遗产：欧洲未来的强力催化剂”。

在欧洲和全球都在竭力克服一场由2019年新型冠状病毒所引发的前所未有的危机之时，《欧洲日宣言》旨在向欧洲领导人和公众传递一条关于团结、希望和联合的有力信息。通过这份宣言，组成欧洲遗产联盟的主要欧洲和国际遗产网络的代表们表达了广大遗产世界愿意帮助欧洲当下社会和经济复苏以及欧洲计划的长远发展做出贡献的意愿。

欧洲日宣言同时提出了彰显文化遗产作为积极性变化的催化剂的七项最重要的方法。

这份重要的文件将会在5月9日由欧洲数位图书馆基金和欧罗巴文化代表欧洲遗产联盟共同主持的欧洲日网络研讨会上展示并进行讨论。来自欧洲学术机构，会员国和民间团体的高层级的遗产决策者将会对此宣言做出反馈。其中包括，欧盟创新研究文化教育和青年事务委员Mariya Gabriel，欧洲经济和社会委员会主席Luca Jahier，欧盟部长会议代理主席、克罗地亚文化部主席Nina Obuljen-Koržinek，欧洲议会文化和教育委员会主席Sabine Verheyen，欧洲地区委员会成员、SEDEC委员会主席Anne Karjalainen，普鲁士文化遗产基金会主席、欧罗巴文化执行主席Hermann Parzinger，以及著名的法国作家和电视记者 Stéphane Bern。

“文化遗产：欧洲未来的强力催化剂” 

值此具有里程碑意义的欧洲日之际，我们纪念《舒曼声明》发表和欧洲一体化进程启动七十周年；

在欧洲和全球都在竭力克服一场由2019年新型冠状病毒所引发的前所未有的危机，我们必须制定强有力的政策来重启和重建我们的社会和经济的时刻；

铭记广阔的文化和文化遗产世界已受到由这场流行病带来的沉重和具体的影响，遗产专业人员和志愿者们在文化，社会和经济方面都经历了严重的变化；

被文化和遗产行动者通过分享极其丰富的文化内容保持人们精神振奋的非凡的努力所打动；

我们，广大的在全欧洲活跃的遗产社区的代表已经集结在欧洲遗产联盟的旗帜之下，传递一条关于团结、希望和联合欧洲领导人和人民的有力信息。我们已经准备好为欧洲当下的社会经济复苏和欧洲计划的长远发展做出贡献；

受七十年前罗伯特·舒曼和他的同僚们的愿景和胆识的启发，我们坚信，我们必须抓住当下的危机，将文化和文化遗产置于它们应有的归属之处，即欧洲复兴的核心；

正如2018年欧洲文化遗产年所证明的那样，文化遗产可以通过多种方式成为积极变革的催化剂。

在这部宣言中，我们强调了七种相互关联的方式：

01、治愈欧洲

面临公共卫生紧急状况，文化遗产在，也将持续在，个体和社会整体的身体和心理健康中发挥核心作用。已被丰富的文献证实，并在公共决策过程中受到日益增加的重视；健康良好的生活是一个整体性的概念，涵盖情感、社会、文化、精神和经济需求，使个体可以充分发挥潜能、实现自我并最大程度的参与社会。因此，投资文化遗产意味着投资公共卫生、健康，和提升人们的生活质量。

02、作为欧洲

当全世界被迫共同面对我们生活方式的一个深刻转向，我们共享的文化遗产和价值形成了一个非常必要的定心锚和指南针。它们确可以为我们前方的正确抉择提供方向感和灵感。文化遗产确保了我们的根基、身份认同、传统和欧洲以及全球图景的关联。参与、投身于文化遗产也使我们能够拥抱我们的多样性，并将其作为丰富自身创造性的源泉。欧洲公民如何感受和理解它们共享的遗产，遗产阐释的过程如何得以实施，对欧洲的未来至关重要。这是为何对文化、教育、科学和创新更大的投入必须被置于我们欧洲生活方式以其最多元的形式推广的核心。这也是未来，一个“共享价值的欧盟”必须是与欧洲经济、货币或政治联盟同等重要的原因

03、数字化变革中的欧洲

新型冠状病毒肺炎爆发已突显了文化遗产数字化分享的重要性。在一个人们渴望更紧密的连接同时又在物理意义上分离的时刻，欧洲文化遗产组织已起身迎接挑战。欧洲已经在数字文化遗产中扮演领军角色，也有基于人文和伦理原则继续推进如人工智能和机器学习等新技术的潜力。现在我们必须携手加速和提升这一数字变革的进程。同时，我们必须缩小数字化程度高和数字化仍旧欠缺的机构间的差距。我们需要将遗产享用的过程民主化以支持多样性、包容性、创造性，和教育及知识分享中的重要参与。我们需要推动能够增强创新能力的合作和实验。我们需要鼓励数字技术和专业力量的使用，增强文化机构在讲述欧洲故事中的作用。

04、绿色欧洲

在欧盟继续推进其历史项目“欧洲绿色协议”的同时，我们必须确保我们社会经济绿色变革的文化层面也得到充分考虑。我们的文化遗产，包括文化景观，正面临气候变化的重大威胁。但拥有丰富传统知识和技能资源的文化世界也可以助力各类环境应对实践，帮助实现“欧洲绿色协议”中的宏大目标。我们强烈呼吁此次传染病大流行后欧洲的“绿色复兴”，并相信文化遗产在帮助实现这一目标中的巨大潜力。

05、再生欧洲

目前里程碑式的研究项目“欧洲需要文化遗产”已提供了非常有力的证据：投资遗产对于城市和区域再生－在个人和社区层面－清晰的收益。鉴于失业率极端上升的前景不容乐观，我们敦促欧盟领导人投资遗产引领的城乡再生，促进欧洲社会经济的恢复。这样做将使欧洲不仅能够保存很多现有工作岗位和相关技能，也可以创造新的工作机会，从专业技能到对数字和其他新技术的多种使用。这种“文化遗产新协议”将从另一个角度刺激社会经济创新，贡献于我们生存环境的重大改善。在欧洲全域历史城镇、乡村遗产推行遗产引领的再生项目的巨大潜力将成为一个真正的走向更绿色和可持续欧洲的“游戏制定者”。

06、体验欧洲

面对新冠肺炎流行导致全球旅行和移动受限带来的对旅游业的灾难性打击，1300万欧洲的工作岗位受到冲击，我们完全支持制定一个大型“欧盟旅游业抢救计划”的呼吁。这个计划应包含针对文化旅游复兴的特殊措施。文化旅游是全球增长最快和规模最大的旅游产业之一，占据欧洲旅游业的40%以上。旅游业需要文化遗产，文化遗产业需要旅游业。但我们应通过将危机作为促进更加创新和可持续的旅游形式的机遇走出本次危机。我们将为遗产地的公共和私人所有者及其周边社区提供长期效益，并为参观者创造更加优质的体验和享受。

07、拥抱世界

最后，像当前危机已经清晰显示的，人类的相互联系和脆弱性为欧洲发挥在全世界的正面和建设性的作用提供了一个独特的机遇。文化和文化遗产是增强相互尊重、理解和信任的关键驱动力，而这又是全球团结和合作的前提。欧洲因此应该利用其丰富的文化资源引领这一过程。

基于上述内容，我们需要紧急和共同动员文化和文化遗产的变革性力量，为欧洲在后新冠时期绿色和包容性的复兴提供意义和启发。携手并肩，我们将发挥其最大潜力为我们共同的欧洲创造一个更美好的未来。
